[BC] City Of License/Transmitter site question

I think the real issue is that with limited power, there is NO WAY an 
LPFM could be expected to cover any  but the smallest of COLs. Still, 
the manner in which a COL is assigned and the location do leave an 
occasional question for those of us who look on!
