[BC] City Of License/Transmitter site question

We're dealing with an LPFM here.

The station was licensed sometime in 2005 to one town. Just before CP
expiration,  It came on the air  from it's licensed  (according to the
co-ordinate son the license) transmitter site.

Problem is, that transmitter site is some 20 miles away from the city of
license and this LPFM, in no way covers the COL.

What rules out here, with regards to transmitter site and coverage? The
requirement to be in/near your COL and cover it... or be where the
transmitter site co-ordinates are, regardless of the fact they cause you to
not cover your COL and are too far away?
