Whatever you use for your off air monitors provided you have consistent off 
air audio. Tuner or mod monitor, it makes no difference. Arbitron actually 
certified my encoders by me holding a phone up near a speaker. They decoded 
the signal at their end over the phone. All of the audio of the coder is in 
the passband of a POTS phone.

The decode function seems pretty robust and does not need extended 
fidelity....otherwise all of those 3K radios would not ever be sensed.
