I would have sent then a hammer and a bucket of sand. Anyone DUMB enough to
stay on low band VHF deserves what they get!

We might.  WPVI/6 in Philadelphia received an STA to quadruple their 
transmitter power output within a week after the June 12th 
transition, and the licensee is, from what I've read, seeking to make 
that permanent.
