True.  But STAs are only being granted for AM on FM translators if the
translator is within the 2 mv/m contour of the AM.  And, as I said, the
translator can be fed by any means.  Once rules are adopted, it's unlikely
the translators "will have to apply for CP's."  Any translator that is
on-air legally has already been granted a CP.  You may have to file
"something", but probably not for a CP.

The FCC has not adopted any rules for AM translators. The translators on the
air are operating with STA's. When rules are adopted, the STA translators
will have to apply for CP's and comply with the rules.
