[BC] Part 15 radio station

EXACTLY!

The FCC never intended for Part 15 "stations" to cover towns, or even  
blocks.  The idea was that the transmitter on your stereo would reach  
your lounge chair.

Bending the rules, or trying to create real service from something in  
a way never intended is, well, kind of weird.

Consider the INTENT of the rule.   Trying to use the "safety" ground  
as a radiator is, and never was, the intent of the rule.  Bending the  
INTENT of the rule based on language is very lawyer like, and very  
Hillary Clinton like.  Or even Bill -- "It depends on what the  
meaning of is is."  Come on.
