It sounds like they wanted part 15 devices to go out 200 feet or less, and
Pandora's box has been opened, so now they'll slam it shut by any means
possible.

May I suggest a loop antenna? Something that is the allowed height,
but square, should produce a reasonable field on-edge, with
practically nothing at 90 degrees.
