Yes I agree..

Start with an oversampled PA amplifier. Something with a really low output
resistance, and switched/sampled up around 25 mHz, so it has low harmonic
content and over 90% efficency.

Actually most systems start with a loading coil to cancel the -j. So, 
yes, the lowest loss coil will get more power to the antenna. That helps 
a little but re-thinking the whole transmitter design with part 15 rules 
in mind will help even more.
