about the inner city or elevated installation.

sure you are allowed to ground your transmitter, but then they will 
go by Part 15.209 or 217?(i think) which is more restrictive field 
strength instead of power/antenna/ground.

See what they don't tell you is that the Transmitter (all part 15 am 
tx's) is certified under Part 15c which covers both modes of 
operation, both field strength or power/antenna.

it gives them leeway to hit you under either rule or give you a NOV/NAL/NOUO.
