[BC] Part 15 radio station

They won't mess with the foreign broadcasters because they are run by 
some very nasty people with a lot of friends and come from a part of 
the world (in a lot of cases) where gutting people who get in their 
way and leaving them dripping with blood in front of their houses is 
the norm. in short, they are too scared to mess with most of these 
pirates, especially the inner city ones.

These stations are often run by people who are just as viscious as 
MS-13, if not worse.

this is why I truly believe these guys don't get bothered.

like the IRS, The FCC prefers to pick on an easy target as opposed to 
someone who can offer resistance either in court or in the street.
