The vertical option (or mixed) in 73.525 is to help the 
noncom squeeze in a facility that interferes with less than 
3000/+1000-trapped population numbers.

Noncoms are free to go vertical only, unrelated to TV6 if 
they desire.  Three of ours are that way.
