I just don't like folks who make blanket
statements like your former employer made. It is,
without question, a stupid policy.
As for licenses, I held a first phone with radar
endorsement that the FCC, in their infinite
wisdom, converted to a General phone and the did
away with that. I taught for 4 years at
Southwestern Junior college an FCC commercial
license course. My students came in every shape,
size and make. Some were gifted and others I
advised to take up some other profession. Some
knew theory like a college prof and couldn't pick
up a soldering iron without burring themselves;
others weren't too good with theory, but could
figure out what was wrong with a piece of gear
and get it working in a very professional manor.
I was and always will be an EOE. So long as the
person can do the job, they've got it.
