Overlays are the solution that sucks the least. Breaking up a region not only
costs more (due to all the C.O. reprogramming necessary) but it really affects
the people in the 'new' area code badly. I remember once that i had forgotten
to update the area code on my resume. The GM tried to call to offer me the job
and the call would not go through. Fortunately, I called him that same day to
see how things were going. Otherwise I would not had a really good job for
almost 5 years.

Yes, overlays suck-but at lease everyone feels the pain...

My home phone, cell and pager are all in the 503 area code.  Telco
overlaid the 971 AC on top of the 503 AC so calls from one AC to the
other are local within my local calling area.
