Many years ago in SC, there was the case of Palmer A. Greer, who 
successfully submitted many applications to the FCC. Barnett F Goldberg, 
P.E., took exception and caused the SC Board of Registration to bring suit. 
This backfired rather badly, as the court decreed that Palmer was obviously 
qualified and ordered the Board to issue him registration, though with the 
caveat that the case could not be used as a precedent for any other case
