[BC] Counterpoise Ground System

Bill, all basically correct.   However, KREM did not transmit on 970 from 
the tower on top of the building downtown.    It is 1kw day, 1kw night with 
a two tower directional.

Today, the station using the old tower on top of the building can hardly be 
heard on the South Hill of Spokane.    There is very little of the original 
"ground system" left because the near by buildings have been torn down.

The station admitted to the FCC some years ago that it did not meet its 
licensed "ground system" requirements.
