If actually adopted, Rich might be able to rest easy. Not only might 
he not have to say or type "EAS" any more, but he could rejoice that 
the whole system of transmitting public safety alerts will be "fixed" 
... and perhaps even manned by Federally trained workers experienced 
in wireless technologies.

Those of you who remember my AOC (Amber Operating Corps) memo from a 
couple of years back should be pleased.<<

I sincerely hope you were being facetious.  For anyone to think that federalizing something like an emergency warning system constitutes "fixing" it, they must have had their heads buried in the sand for at least the last 70 years.
