A program producer can underwrite his own program.  AND if the program
producer is also a 501(c)(3) organization (IE non-profit) the station
can charge and do any thing they want with the program.  A
non-commercial station can sell paid "commercials"  for another
non-profit compete with comparative language and call to action.  For
instance a private school that is 501 (c)(3) can pay a NCE station to
broadcast a spot that talks about the quality of education and low
tuition and urge listeners to call today ... Operators standing by and a
5% discount to the first 50 caller.... Etc.

What are they "underwriting?" If you underwrite a show on NPR you don't
get to determine the show's content. In this case it's a hellfire and
brimstone preacher paying for an infomercial which he creates. I believe
that would qualify as commercial time.
