Exactly.  The threat of additional digital channels to the existing analog
numbers was a nightmare scenario of decimating the values of the analogs.
So being a nation of very clever people, we undertook the task of shoving
data on top of what was an already very full spectrum.  Second best, at
best.

In fact, iBiquity took their big risk because the NAB decided ca. 1992 that 
a new-band digital broadcasting service was unacceptable because it would 
shake up the status quo. The NAB *wanted* IBOC. iBiquity (or, at that time, 
USADR and Lucent) was just working with constraints that broadcasters gave 
them.
