Just more reasons than ever to get rid of this requirement.  Not because it's in the public interest to maintain the file, which it is.  Not because it's being a good citizen in the community to operate in the open, so to speak.  It should be gotten rid of because its enforcement is arbitrary and punishments such as this one are out of all proportion to the importance of the rule.  This is the sort of stuff you find in totalitarian states, not in representative republics.  Even the IRS, should they find a math error on your tax return, will re-calculate it for you and notify you...and will NOT assume a malicious intent to defraud the government unless you overtly give them one.

I seriously doubt Holy Cross will take the FCC to court over this (and being a religious-based college...it's run by the Jesuit order...it should be pretty easy for them to have the fine mitigated or cancelled), but they really should.  Bullies should be stood up to.
