Been there, been cited  :-(

They connect the scope to the wideband output of an FM receiver.
In the case where I was the victim, they had Scotch tape stuck to
the scope screen showing full modulation.  How they knew the
"100%" point I can't say.

In my case I was running (they claimed) 40% injection on an SCA.
