Gary,

we have to ask: At what time is this ID given?

If this is at the top of the hour, you are fine.  If not, I would ask 
when you ID, and what does the station do at the top of the hour?

What Scott was talking about was when he was there ... a few years 
back, in his example. At that point, the station was, in effect, 
IDing as "WQQK, Nashville" at the top of the hour. That was not 
correct. An inspector who was awake would have noted TWO violations, 
the ID at the wrong time, and the mis-ID at the top of the hour.
