[BC] DST vs. Daytimers vs. IBOC

It is true that daytimers were licensed to operate between sunrise and
sunet, regardless if that is sufficient to cover the "drive times" or not.

But if AM IBOC stations are allowed to transmit their digital signals at
full power from at least 6 AM to 6 PM, regardless of actual sunrise/sunset
times, in order to cover the "drive times" with a digital signal, then
daytimers can and should push to be granted the same exception. Either
way, you'll be adding extra interference to the band during nighttime
conditions, but right now the FCC doesn't seem to be too concerned about
that.

That would give the FCC a clear choice: either they can revoke the 6
AM-to-
6 PM exception from the "daytime-only" IBOC rule, or they can guarantee
daytimers a minimum broadcast day of 6 AM to 6 PM during the winter months
when sunrise and/or sunset times fall within those bounds.
