	Any ship at sea must carry a registration in some country.  If the
ship was causing problems in the US, the US could put pressure on the ships
flag country to resolve the issue.  In some cases that would not be
effective, but it would place another obstacle the pirate would have to
overcome.
	Those who want to do something bad enough will find a way, while
those who don't will find an excuse.
