Part 15 for AM permits 100 mW of DC input power to the final r-f stage, and 
a transmit antenna with a total radiating length of 3 meters.

But Part 15 for FM limits the field strength produced at a distance of 3 
meters in any direction from the transmit antenna to a maximum of 250 ?V/m. 
It says nothing about the transmitter power, or the antenna that may be 
used. The reality is that it takes only ~11.4 nanowatts of FM radiated by a 
1/2-wave dipole antenna to generate a 250 ?V/m peak field at 3 meters, 
while many of the transmitters sold for "Part 15" FM use are rated for 25 
milliwatts and more.
