DKWYL means that probably the application has been deleted/canceled. The 
callsign KWYL is assigned to a station in California. There may be currently or at 
one time a new app for 98.5. The info that I show has the calls 
KSPY..facility ID 83850. No other particulars came up other than that though.

The 104.1 channel ..facility ID 84272 in Tioga ND has no other info either.
