WGA cannot tell if you have installed one licensed copy of Windows or 20, and has no way of knowing how many licenses you have purchased.  WGA's sole function is to compare the product key for the installed product against a list of known pirated versions of Windows, and it's this function which is tagging perfectly legitimate copies of Windows as pirated.

Maybe they should just return to using the FC function from DOS.
