Don't think so, Bob...  Sharon succeeded Ward Chamberlin as WETA's 
CEO in 1989 and was on WETA's board for awhile prior to that 
time.  WETA-FM came on the air in 1970 well before Sharon's time 
there.  The underlying CP was granted much earlier and was extended 
many times, as was the custom for a lot of stations before the FCC's 
3-year buildout rule.
