I think the answer is that apparently the RF impedance of the sap is enough higher, and/or the "bark" on the vines is thick enough, that too much RF does not flow thru the plant.  Be interesting to bridge the impedance of a section of a nice vine and see, but I am betting it would be high.  And there might be a thickening of the membranes of the bark in the critical section too...dunno; speculating.
 
So the vine might survive if the power level was not really high, or the base impedance not high enough for there to be appreciable current flow from the RF voltage thru the vine section..
 
As to growing, well, the vine does intercept RF energy.  This warms the vine, and speeds growth as a result.  So the vines love the high RF environment.  Warmth all the time.  Good light...no competition where the tower goes up.  Yeah, like fertilizer.  And a nice trellis to help the vine upwards.
 
Maybe we ought to sell space at the towers for berry growers??  Or the CE could plant and harvest and sell premium berries in the local markets for egg money?
 
And there MAY be non-thermal effects, since some frequencies do have effects on starchy particles in studies I have read about.  It is not impossible that the plant's metabolism is changed not only by the thermal effects but by some non-thermal effects nobody has bothered to study.  I have read that RF energy even at relatively low levels at certain frequencies can supress the brownian motion in starch suspensions.
 
It is an area I wish I could get a grant and study, since I have the interest, the electronics skill, and the work in chemistry  and physics to check out such wacko ideas.  And I know of a clinic that got some amazing cures by exposure of sick people to non-thermal levels of VHF radiation...or what they thought was VHF anyhow.
 
I remember the power oscillators, 35TG tubes driving tuned plate lines, and the neon bulbs glowing violent violet at the plates due to the very high harmonic energy.  The old doctor died, nd the new owners destroyed all his equipment and records as crazy.  I am not so sure.
 
Anyhow, I would suggest that the vines find a warm, light place to grow, and support, and go to town!!  Send me some of the grapes and blackberries now and then, please!!

What gets me is a grape vine. How can a grape vine grow across the base 
insulator of a hot tower and not get cooked. I've seen that many times too.
