Good point... as I happen to be a Telco employee by day....Its not really a 
"monopoly" in the traditional sense as  the Bell system was largely 
subsidised by the government in the first place.... no private corporation 
by todays standard could possibly afford to build such an infrastructure by 
themselves...And as far as state regs go... the telco is more heavily 
regulated than the power companies...we get in trouble for everything we do 
and pay massive fines to state agencies on a daily basis....try working with 
a reseller to get a ISDN when you need it qick...Oy Vey!!!!!   Most horrible 
experience ever.....
