IMO the "local competition" part of phone service is just plain stupid. 
Local wired telephone service is a natural monopoly. So is electrical 
service, but that's another thread. To offer local wired phone service, you 
have to put in the infrastructure--and it's a waste of good copper wiring to 
duplicate that service 3 or 4 times over just so someone else has the 
capability to provide you with dial tone.

Local telephone service should be considered a monopoly, and regulated by 
the State, as it was early on.
