[BC] Library of Congress Opens DMCA Exemption Comment Period

The US Library of Congress has announced an open comment period wherein 
members of the public can submit evidence regarding whether the 'prohibition 
on circumvention' clause of the Digital Millennium Copywrite Act has an 
adverse effect on the legal, non-infringing use of copywrited works.  More

Given the importance of the doctrine of Fair Use to broadcasters, this is an
