Yes, there are 5 fuses in the bottom, 2 of them on the 120 volt circuit:
oddly, one is in the neutral. It takes a 6  or 8 inch run of wire to cannect
the 120 V single fuse to the 3phase.(Needs a wire to the breaker panel for
the neutral.)
(Pls note that the "wild leg" in any 240v delta is 208volts to neutral so it
obviously can't be used for 120.     ~208 if open, wildly varying,  as you
said.)
I despise having small stuff mounted on the bottom of any xmtr, but in my
experience, dropped hardware is more highly attracted than  tools; the
smaller it is, the more likely to fall.............<g>
