For many cities trash collection is a profit center. I've got a 
couple of gallons of anti-freeze I need to dump. I just missed the 
city's once a year collection day. They're practically forcing people 
to dump illegally. Ride Amtrak from Springfield, MA to New York. 
Virtually every available trackside space is filled with washing 
machines, tires and everything people are unwilling or unable to 
dump. Not exactly a scenic ride.
