  I am of the opinion EAS is in the same group as AM stereo:
Consumer-grade receivers were not manufactured due to lack of
consistency on the part of broadcasters due to a lack of consumer-grade
receivers being manufactured due to a lack of consistency among
broadcasters due to a lack of consumer-grade receivers...
