If you don't mind paying the price, the Coaxial
Dynamics "X-Tractor" elements will do what you want. 
However, the coupling ratio of their standard 1-5/8"
element is 45 dB and I don't know if they make a 30.  


A couple of years ago, just out of curiosity, I swept
one of these and found it had 30 +/-1 dB of
directivity across the FM band and response was
generally within  1.5 dB from 50 to nearly 500 MHz, so
they are suitable for harmonic measurements.
