Emissions specifications are contained in the following FCC Rules:

AM Stations 73.44
FM Stations 73.317
TV  Stations 73.687

Each licensee is responsible for maintaining emissions within the
above specifications. Out of tolerance emissions may require
filtering, antenna relocation or a combination thereof. Poor electrical
contacts on antenna hardware, mistuned transmitters, exciters
or a combination of these can cause out of tolerance emissions.
