In order to generate an EMP you need a high altitude nuclear burst which ionizes the stratosphere / ionosphere with its initial radiation causing the charge to form which is then directed downward.  Actually the nuclear burst is spherical and the downward component which goes through the atmosphere forms the pulse.  A burst in the Clark belt would have little effect except on the few birds it was near.  All explosives (TNT etc.) produce a small local EMP but not a useful one.
