[BC] Satellite EAS

I dont need saving I have a personal evacuation plan that will really work in 
Manhattan under all hazards where saving is possible. It is elegantly simple and 
since everyone listening to public instructions will be trying to leave the 
island, I won't have to worry about crowds.
