[BC] Split channel FM

In Part 73.310 FM TECHNICAL DEFINITIONS "stereophonic sound" is defined as
"audio information ...arranged to afford the listener a sense of the spatial
distribution of sound sources."  Running two different ballgames on left and
right channel is not allowed.  I couldn't find it off hand, but I seem to
remember somewhere in the rules, that all stereo broadcasts must also be
compatible with mono receivers.

I am sure its somewhere in the rules but I cant find it...WHERE in Part 73
does it prohibit separate audio channels on Left and Right in stereo
operation (IE: left channel with one broadcast and right channel with
something totally different)...a small town FM I know of does this during
high school football (2 different games) and I am sure Part 73 prohibits
this.
