A lot of that was bolstering billing for Western Electric.  Tariffs would
allow a certain amount over cost of maintaining, so if WE, a company of
AT&T could bill AT&T for a part, make a profit on the part, then AT&T
could increase their rates, making another profit, they made lots of
profit.

Thats why the procedure was never changed!
