My apologies, I meant OK, which has a site active connecting
to a couple of sites in AR on a special diversity route to a large
retailer, and a school with many military contracts..

That is correct, AT&T has no plans to reactivate the system,
ATC owns many of the TX sites, although they have sold many to
a Mr McCullough out of Arkansas, who has since sold them to
another party based there in TX.

They still have some sites in TX, but are selling those, basically as I
type, to a gentleman there in TX.
