Ron,

Actually, SBE local frequency coordinators don't coordinate, but "suggest" 
frequencies that the FCC might issue. A fine point perhaps, but it keeps 
them out of legal hot water.

They usually maintain a database of some type too. Licenses are not issued 
to the local SBE committee.

Event coordinators "assign" frequencies, based on STA's (licenses), held by 
the event or ad-hoc committee.
