The same reason there are so many KG- three-letter calls in the western 
states and the territories of the Pacific: assigned by sequence, within 
that region for which that call letter sequence was designated:

KGA - Spokane, WA
KGB - San Diego, CA
KGO - now San Francisco (originally Oakland), CA
KGU - Honolulu, HI (originally a territory)
KGW - Portland, OR
KGY - now Olympia (originally Lacy), WA

(Notice that KOA and KOB are in the same region. In adjoining states, too).
