 Depends on what you mean by a "user database" ??
 If you mean seperate configurations for talent, host,
 screener, and a chat window to someone else, then....

 Call Commander works with several phone hybrid systems,
 though it was designed for the Telos originally.

 It's GPL, which means "free" to you.

 I know, the pages all say Linux, and it is, but windows versions
 are now available also.
 What's not on the page, is the link to the windows versions.
