Two factors. First, the tower height was increased some years
before for improved FM coverage. You must account for about
8 to 10 percent velocity of propagation (electrical height appears
taller than physical height). So now the tower is electrically too
tall for efficient groundwave then add the toploading effect of
the top hat. Way too electrically tall!
