[BC] Fluorescent lighting in TV

Fluorescent TV lights are used to save energy, both input to the lights and 
to studio air conditioning, and to require no effort to set up, at least 
around here.  Most of the conversions in mid and small TV markets I've seen 
are just for news sets and have resulted in very flat lighting with no 
highlights anywhere.  Compared to the lighting in almost any 
black-and-white movie, the appearance is very drab and lifeless.  The 
alleged "talent" appears to be in a morgue.   The green hair in the news 
promos is due to carelessness with chroma phase in production, not 
ingredients in the local water supply.
