[BC] ATM warning

Artistic license?  the man next door *was* operating an unlicensed (read 
"super minutely low power") fm at 99.9 -
from wht I understnad, those can cover about 200' in any given direction.

   For a while, he covered about 5 miles in radius (10 miles diameter)
Not anymore :)
