Mike,

With their pattern, short towers and being caught by both WTOP and KSTP,
I doubt that would be approved, but I suppose it never hurts to ask.
If they did get a PSRA, I doubt the power level would cover very much.
It looks like they have about 9 mv/m/kW at 1 km toward WTOP and about
100 mv/m/kW at 1 km toward KSTP with their pattern. Even if they went
DA2 at night, what ever they did to decrease one limit would increase
the other. There is usually a very strong reason why a Class D has no
nighttime authorization even if it's only 5 or 6 watts. Methinks this
one should have been moved to the X-band, if possible.
