My guess is that will accelerate the process. When Congress
gets into the act most of them will have been listening to IBOC
for at least a year or two. The simplest solution would be a
receiver mandate and a date certain when all stations had to
convert to IBOC and another for full digital. That would cut the 
noise floor to nothing. Consider than any broadcaster with enough 
money to influence a congress critter is more than well funded 
for doing the conversion. Then they can say they solved the
problem just like the UHF TV thing.
