WTOP's array consists of three 185 degree towers.  The vertical plane 
pattern from this array would have less gain at most elevation angles above 
the horizon than any set of towers shorter than 180 degrees.

Most of the skywave coverage area is served by elevation pattern radiation 
within 15 degrees of the horizon.  There is no practical way of reducing 
radiation that near the horizon without also reducing the groundwave.
